The Investigating Officer (IO) shall focus on:
Speedy recovery of stolen property.
Restoration of recovered property to the victim through due legal process.
Identification, arrest, and prosecution of offenders.
Conducting a scientific, intelligence-based, and qualitative investigation.
Preventing recurrence of pick-pocketing offences through effective detection of habitual offenders and organized gangs.

I. Registration of FIR and Initial Action
Register the FIR promptly under the appropriate provisions of law.
Send copies of the FIR to all concerned officers through online mode.
Provide a copy of the FIR to the complainant and obtain acknowledgment.
Mandatory Statement
The following statement shall be incorporated in all property offence cases:
"I can identify the suspect if shown to me."
Flash a VHF message to all police units immediately after registration of the case.
II. Immediate Search and Detection Measures
Visit the scene of occurrence immediately.
Organize Cordon and Search operations without delay.
Deploy:
Special Teams for search operations.
Women Police Teams for female suspects.
Male Police Teams for male suspects.
Search probable shelter and transit locations including:
Bus Stations.
Railway Stations.
Markets.
Crowded public places.
Lodges.
Temporary shelters.
III. Scene of Crime Investigation
Visit the scene immediately.
Collect Geo-Location Coordinates (Latitude and Longitude).
Conduct Scene Observation Panchanama wherever required.
Document:
Exact location of occurrence.
Crowd conditions.
Entry and exit routes.
Suspected movement paths.
IV. Examination of Victim and Witnesses
Record detailed statement of the complainant.
Ascertain:
Time and place of occurrence.
Nature of property stolen.
Suspected persons observed.
Circumstances leading to theft.
Examine:
Eye witnesses.
Circumstantial witnesses.
Nearby vendors.
Security personnel.
Transport staff.
Record witness statements in vernacular language and in their own words.
V. Collection of Suspect Particulars
The IO shall collect detailed descriptions of suspects including:
Language spoken.
Local dialect.
Accent.
Physical build.
Height and complexion.
Clothing and appearance.
Distinguishing marks.
Vehicles used.
Mobile phones used.
Associates accompanying the suspect.
These details shall be incorporated in the Case Diary and investigation records.
VI. Modus Operandi Analysis
The IO shall:
Analyze the method adopted by the offender.
Compare the modus operandi with:
Similar offences in neighboring Police Stations.
District crime records.
Known pick-pocketing gangs.
Examine:
Language patterns.
Group movement.
Crowd exploitation techniques.
Escape routes.
Identify organized criminal groups and habitual offenders operating in crowded public places.
VII. CCTV and Technical Evidence
CCTV Collection
The IO shall collect CCTV footage from:
Bus Stations.
Railway Stations.
Commercial establishments.
Public transport facilities.
Markets.
Community surveillance systems.
Analysis
The IO shall analyze:
Suspect movement.
Accomplices.
Entry and exit routes.
Disposal of stolen property.
Vehicle involvement.
VIII. Identification of Suspects
Prepare Portrait Parle/Sketch through SCRB wherever required.
Upload suspect details to:
Criminal Intelligence System.
Authorized Police Databases.
Show photographs and albums of:
Known MO criminals.
Habitual pick-pockets.
Previously arrested suspects.
Obtain victim and witness feedback regarding identification.
IX. Intelligence Collection
The IO shall:
Coordinate with:
Crime Teams.
CCS Units.
Neighboring Police Stations.
Exchange intelligence regarding:
Similar offences.
Organized gangs.
Habitual offenders.
Verify:
Previous criminal history.
History sheets.
Inter-district involvement.
Develop local intelligence regarding disposal channels of stolen property.
X. Arrest of Accused
Upon establishing involvement:
Arrest the accused in accordance with:
Section 41A CrPC/BNSS provisions.
Supreme Court guidelines.
Other applicable legal safeguards.
Verification of Identity
The IO shall:
Personally verify the address of the accused.
Collect:
Identity Proofs.
Address Proofs.
Photographs.
Contact the concerned SHO to:
Verify criminal history.
Obtain previous case records.
Confirm antecedents.
XI. Collection of Criminal Background
The IO shall collect:
Latest Photograph.
Fingerprints.
Interrogation Report.
Family Tree.
Call Detail Records (CDR), where relevant.
Previous involvement in criminal cases.
History Sheet details.
These records shall be incorporated into the case file and crime database.
XII. Recovery Proceedings
Conduct recovery proceedings before independent local witnesses.
Avoid use of stock panch witnesses.
Recover:
Stolen cash.
Mobile phones.
Wallets.
Jewelry.
Other stolen property.
Maintain proper chain of custody.
Action Against Receivers
Identify persons knowingly receiving stolen property.
Take legal action against receivers.
Investigate disposal channels and accomplices.
XIII. Identification Proceedings
Test Identification Parade (TIP)
Arrange TIP wherever necessary.
Ensure compliance with legal procedures.
Preserve all related records.
Property Identification
Arrange identification of recovered property by victims.
Properly document the proceedings.
XIV. Court Proceedings
The Investigating Officer shall:
File requisition for Police Custody where necessary.
Seek:
Remand Extension.
Verification of Sureties.
Test Identification Parade.
PT Warrants, where required.
Maintain close liaison with the Public Prosecutor.
XV. Property Management
Deposit recovered property before the Court.
Obtain Property Identification (PI) Number.
Maintain chain of custody records.
Guide the complainant regarding return of property through due legal process.
XVI. Charge Sheet and Final Report
Prepare Draft Charge Sheet after completion of investigation.
Obtain opinion of PP/APP.
Clearly establish:
Identity of accused.
Modus operandi.
Recovery of stolen property.
Witness identification.
Criminal antecedents.
Documentary and technical evidence.
Submit Charge Sheet/Final Report within the stipulated period.
Responsibility of Investigating Officer
The Investigating Officer shall ensure:

Collection of CCTV and intelligence evidence.
Identification of habitual offenders and organized gangs.
Recovery and restoration of stolen property.
Proper verification of accused and criminal history.
Effective coordination with neighboring police units.
Timely prosecution supported by legally admissible evidence.
