Objective

The Investigating Officer (IO) shall focus on:

  1. Collection and preservation of scientific, technical, and documentary evidence.

  2. Safe rescue and recovery of the victim at the earliest opportunity.

  3. Restoration of normalcy and confidence among family members and the community.

  4. Eliciting the truth behind the offence through professional investigation.

  5. Prompt identification, arrest, and prosecution of the offenders.

  6. Conducting a qualitative, victim-centric, and intelligence-based investigation.

Key Investigation Objectives

A. Recording statements of victims, complainants, and witnesses.
B. Collection of Medical Evidence, FSL Reports, Digital Evidence, and Expert Opinions.
C. Securing conviction of offenders and punishment of aggressors.
D. Restoring confidence among victims, families, and the community.
E. Preventing recurrence through lawful action against habitual offenders.


I. Immediate Response and Registration of FIR

  1. Receive the complaint promptly and register the FIR under the appropriate provisions of law.

  2. Improve the FIR by eliciting omissions and clarifications from the complainant.

  3. Obtain the signature of the complainant.

  4. Send copies of the FIR to all concerned officers through online mode.

  5. Provide a copy of the FIR to:

    • The complainant.

    • The Jurisdictional Court.

  3. Obtain:

    • Registration numbers.

VII. Technical Investigation

Mobile and Telecommunication Analysis

  1. Collect Call Detail Records (CDR).

  2. Analyze:

  3. Obtain tower dump data wherever necessary.

Ransom Calls

Where ransom demands are received:

  1. Record and preserve all communications.

  2. Initiate lawful call tracing procedures.

  3. Coordinate with telecom service providers.

VIII. CCTV and Digital Evidence

XI. Search and Rescue Operations

XV. Court Proceedings

  1. Remand accused to judicial custody.

  2. Oppose bail where warranted.

  3. Ensure extension of remand where required.

  4. Maintain liaison with Public Prosecutor.

  5. Produce all relevant witnesses and evidence.

Court Attendance

The IO/Court Liaison Officer shall attend Court during examination of:

  • Complainant.

  • Victim.

  • Eye witnesses.

  • Important Panch witnesses.


XVI. Charge Sheet and Final Report

  1. Write Final Case Diary analyzing:

    • Oral evidence.

    • Documentary evidence.

    • Scientific evidence.

    • Technical evidence.

  2. Clearly establish:

    • Identity of offenders.

    • Motive.

    • Manner of kidnapping.

    • Recovery of victim.

    • Role of each accused.

  3. Prepare Draft Charge Sheet.

  4. Obtain opinion of PP/APP and Supervising Officer.

  5. Submit Charge Sheet/Final Report within the stipulated period.


Responsibility of Investigating Officer

The Investigating Officer shall ensure:

  • Safe recovery of the victim.

  • Prompt and coordinated search operations.

  • Scientific and technical investigation.
