Objective
The Investigating Officers (IOs) shall focus on:
Immediate shifting of the injured person for medical treatment.
Prompt identification and arrest of the accused.
Conducting a qualitative, professional, and evidence-based investigation.
Key Investigation Objectives
Recording the statement of the victim/injured person.
Collection of medical evidence and medical certificates.
Restoration of peace and public tranquility in the community.
Prevention of recurrence of similar offences through appropriate preventive measures, including opening of Rowdy Sheets wherever warranted as per law and departmental instructions.
I. Registration of FIR and Initial Action
Register the FIR promptly by invoking the appropriate provisions of law.
Send copies of the FIR online to all concerned officers immediately.
Hand over a copy of the FIR to the complainant and obtain acknowledgment.
Record the statement of the complainant/injured person forthwith in the vernacular language.
The following statement shall be incorporated in all Part-II Statements:
"I can identify the accused if they are shown to me."
Establish and record the motive behind the offence wherever possible.
II. Medical Assistance and Documentation
Ensure immediate shifting of the injured person to the nearest Government Hospital or authorized medical facility.
Send the injured person with:
Medical Requisition.
Police Escort, wherever necessary.
Obtain:
Wound Certificate.
Accident Register Entry.
Medical Certificate (MC).
Discharge Summary.
Collect the final Medical Certificate immediately upon discharge of the injured person.
Examine the treating doctor, if required, and obtain expert medical opinion regarding the nature of injuries.
III. Scene of Crime Investigation
Visit the scene of offence immediately.
Secure and preserve the scene of occurrence.
Collect Geo-Location Coordinates (Latitude and Longitude) of the crime scene.
Conduct a detailed Scene Observation Panchanama.
Prepare a Rough Sketch of the scene at the spot itself.
Record:
Position of victim and accused.
Location of physical evidence.
Direction of movement.
Relevant landmarks.
IV. Examination of Witnesses
Examine:
Eye-witnesses.
Circumstantial witnesses.
Neighbours.
Other persons acquainted with the facts of the case.
Statements shall be recorded in the witness's own handwriting wherever possible.
Incorporate witness details in the Case Diary Statements (CDS).
Ascertain:
Cause of dispute.
Prior enmity.
Sequence of events.
Presence of accused and witnesses at the scene.
V. Collection of Physical and Electronic Evidence
Physical Evidence
The IO shall seize all incriminating articles connected with the offence, including:
Rods.
Sticks.
Sickles.
Knives.
Stones.
Iron pipes.
Wooden logs.
Any other weapons or implements used in the commission of the offence.
All seizures shall be made under proper Panchanama.
Electronic Evidence
Collect CCTV footage from:
Community surveillance systems.
Neighbouring residences.
Commercial establishments.
Public places near the scene.
Preserve electronic evidence in accordance with legal procedures.
VI. Arrest of the Accused
Identify and arrest the accused without undue delay.
Strictly comply with:
Section 41 CrPC/BNSS provisions.
Arrest guidelines issued by Courts and Government.
Record arrest and investigation proceedings properly in the Case Diary.
VII. Confession and Recovery Proceedings
Conduct confession and recovery proceedings strictly in accordance with law.
Recovery Panchanama shall be conducted before independent local witnesses rather than stock panch witnesses.
Recover:
Weapons.
Blood-stained articles.
Clothing.
Other incriminating materials.
Preserve seized articles for production before the Court.
VIII. Preventive and Community Measures
Assess the possibility of retaliation or breach of peace.
Initiate preventive action wherever required under relevant legal provisions.
Take measures to restore peace and public tranquility in the locality.
Examine the necessity of opening Rowdy Sheets against habitual offenders in accordance with departmental rules.
IX. Court Proceedings
The Investigating Officer shall take necessary legal action through the Public Prosecutor (PP)/Assistant Public Prosecutor (APP):
Oppose bail where circumstances warrant.
File memo seeking remand extension whenever required.
File memo for verification of sureties.
File memo seeking Test Identification Parade (TIP), wherever necessary.
Take all legal steps necessary to strengthen prosecution.
X. Property and Case Management
Deposit all seized case property before the Court immediately.
Obtain Property Identification (PI) Number from the Court.
Maintain proper chain-of-custody documentation.
Guide the complainant regarding return of property through due legal process.
XI. Charge Sheet and Final Report
Prepare Draft Charge Sheet upon completion of investigation.
Obtain legal opinion from the PP/APP wherever necessary.
Ensure inclusion of:
FIR.
Statements of complainant and witnesses.
Medical evidence.
Wound Certificate.
Medical Certificate.
CCTV footage and electronic evidence.
Recovery proceedings.
Arrest details.
Submit Charge Sheet/Final Report within the stipulated period.
Responsibility of Investigating Officer
The Investigating Officer shall ensure:
Immediate medical assistance to the injured.
Prompt and lawful arrest of the accused.
Scientific collection and preservation of evidence.
Restoration of peace and public order.
Effective prosecution and conviction of offenders.
Timely completion of investigation and submission of reports.

To provide immediate assistance to the injured, establish the truth through lawful and scientific investigation, secure conviction of the offender, and maintain peace and public tranquility within the community.
